On 25 January 2024, the criminal justice development charity Evolve FILA entered into a new partnership with the Uganda Law Society. The Memorandum of Understanding provides for training and guidance for lawyers undertaking appeals of death row inmates. The scheme will widen access to justice and improve the quality of representation in capital cases. Under the agreement, Ugandan lawyers will receive training and supervision by UK-based lawyers who will guide them through the phases of case preparation and presentation. The scheme builds on work done by Alex Bennie, who constructed an online training platform and course materials for the Office of the Director of Public Prosecutions, and delivered training to prosecutors together with Marianne Alton. Speaking for Evolve FILA, Marianne Alton said ‘The programme will provide lawyers with best-practice guidance and will equip them with the appropriate expertise to handle capital cases. It will increase capacity among those available to undertake this category of work, and it will meaningfully contribute towards enhancing the rule of law’.
