UK Covid-19 Inquiry: Leila Ghahhary Appears at Module 9 Public Hearings
On Thursday 18 December 2025, the UK Covid-19 Inquiry concluded the public hearings for Module 9. Leila Ghahhary appeared for Sir Charles Roxburgh KCB, Chair of Lloyd’s of London and formerly Second Permanent Secretary at HM Treasury, Dan York-Smith, Principal Private Secretary to the Prime Minister and formerly a Director at HM Treasury, and Steve Barclay MP, the former Chief Secretary to the Treasury.
Module 9 will consider and make recommendations on the Government’s economic response to the pandemic, including support for businesses, employment, the self-employed and vulnerable people, and the broader impact of major economic interventions.
